Video provided to Eyewitness News shows at least four bystanders working to rescue the man from several feet of water that had accumulated on what is normally a soccer field.
The men pulled his vehicle back toward the shore, and then one of the rescuers climbed into the car to help the man escape through the hatchback and onto dry land.
"I thought it was about two or three feet deep but it was almost over my head," Joshua Way, who helped the man escape, said of the flood waters.

The driver escaped the ordeal uninjured.
Across town, the Houston Fire Department executed another water rescue with the help a high-angle rescue vehicle.

An elderly man was unable to leave his home as several feet of water rose around his yard, so firefighters drove the specialized vehicle through his flooded neighborhood to retrieve him.
Emergency officials said the man was shaken but not harmed. They encourage residents to prepare for the possibility that flood waters could continue to rise and to arrange other accommodations if necessary.
