Police said the driver of a silver Toyota 4-runner stayed at the scene after the incident.
SkyEye video shows two Houston police patrol units blocking the intersection.
The child was rushed to Texas Children's Hospital but later died, according to police.
An investigation is ongoing, and there is no word on any charges at this time.
