MATAGORDA COUNTY, TX (KTRK) -- Tropical Storm Bill is really bearing down on Matagorda County.

The storm made landfall just before noon south southwest of Port O'Connor on Matagorda Island, bringing strong winds with it.

At one point in Palacios, the winds and sideways rain pelted Reporter Ted Oberg so forcefully that he had trouble just keeping his eyes open for more than a couple seconds. Street flooding also was reported in parts of the city.

The situation was similar in the city of Matagorda. Strong winds blew through the city and water quickly accumulated around homes off FM 2031; however, no house flooding or major damage has been reported.

In Sargent, some residents who live by the beach lost their access to power and water, though at least some say it was quickly restored. The storm also has washed up some debris on homeowners' lawns.

There are no plans to force anyone to evacuate, but officials advise residents to stay home if it all possible.
