HOUSTON (KTRK) -- Police say a driver hit and killed a man who was trying to cross the North Freeway near Cavalcade on crutches.

An off-duty police officer first noticed the victim on crutches and tried calling for help. Then 5 minutes later, someone crashed into that man, killing him, and they didn't stop. Another driver who saw it happen stopped to help.

The hit-and-run driver's license plate fell off near the victim's body. The man on crutches died at the scene.

A state law passed last year says anyone who drives off will be charged with a second degree felony and could spend up to 20 years in jail. However, its not clear if the driver will face charges.

Police say she called to report what happened after she got home. The case is still under investigation.
