Dashcam video released of wild police chase and shootout

HEDWIG VILLAGE, TX (KTRK) -- A wild police chase and shootout involving a Hedwig Village Police Officer can be followed now by watching the dashcam video. Chief David Gott released the video Thursday.

The officer was no-billed by a Harris County Grand Jury earlier this month. Chief David Gott says this gives you insight into what a traffic stop can evolve to. In this case it was the officer's first chase and first shooting.

Officer Andra Gibson tried to stop a car on July 28 around 11pm for an illegal turn when the driver didn't cooperate.

Chief Gott says, "Ninety-nine times out of 100 that's going to be a routine traffic stop. They're trained to watch for something that is not."

The chase was on. The officer followed him, radioing back to dispatch for about five minutes. They traveled on Corbindale, the I-10 service road and Voss. At one point a passenger in the car jumped out, the driver kept going. He even drove into ongoing traffic at one point during the chase.

When it all came to a stop, the driver, identified as 36-year-old Emilio Solis, initially appeared to be putting his hands up. Chief Gott says, "He makes that indication like I'm surrendering, that's the unbelievable part you see in the tape. You know he is trying to distract the officer."

Then he pulls a gun from his waistband and fires three times before Officer Gibson can fire back. During the gunfight Officer Gibson had a bullet go through his pant leg. Shots also went through the door and windshield.

Chief Gott says, "No doubt about it, God was on his side. The officer is also a pastor in his off duty time. I don't know if that helped but it certainly didn't hurt."

Solis died at the hospital. Police say he had a criminal history involving drugs in LA, was wanted for aggravated robberies here and was a member of the gang MS 13.
