Details on Mayor Sylvester Turner's ambitious plan to transform neglected neighborhoods. The initiative hopes to create better access to jobs, affordable housing, as well as upgrade streets, parks and greenspace. What's unclear is how the project will be funded. The first round of neighborhoods for the "Complete Communities Initiative" are: Gulfton, Second Ward, Near Northside, Acres Homes and Third Ward.
