Residents say homeless are staging fights
Residents say homeless are staging fights to lure neighbors outside of their homes.

HOUSTON, Texas (KTRK) -- A large group of homeless people have made the area under the 288 bridge their home, right across the way from Lomar and Kim Foster's home.

Now, the problem is getting too close to home for the Fosters.

Home surveillance video shows the homeless people throwing fists in a big fight right outside the Fosters' gate. At one point, they try to break through the gate.

The couple shared the surveillance video with their neighbors, and the community wants to fight back.

"I've been hearing people say it could've been something to try to lure you out so they can get their way in," said Lomar.

Neighbors have been going before the mayor and city council trying to get something done, and Mayor Turner said he's working on something.

A proposed ordinance states that the city will help redirect the homeless to vital services centers and in some cases back to their family members.

Turner said that once the ordinance is approved, it will take 30 days for it to go into effect.
