HOUSTON (KTRK) -- Capital murder charges have been filed in the case of a man shot to death while trying to buy a lottery ticket.

According to court documents, surveillance video and witness testimony led to the charges.

Joe Hillsman was 37 years old, an employee for our city's public works department, when he was murdered on December 15, while purchasing a lottery ticket, something he did every day. It was all captured on surveillance video.

Now three men -- Eric Anderson, Derek Edmond, and Zachary Green -- have been charged in the crime. Anderson has not yet been arrested, and Edmond is due in court on Tuesday. Green is a co-defendant, but it's not yet clear what charges he is facing.

Hillsman's family is still waiting to learn more details, but the charges come as a relief after a difficult month.
