She was successful at least once, according to investigators.
They say Tobon recently adopted a dog from the Town of North Hempstead Animal Shelter and lied to shelter workers.
"'Oh I stay home all the time, I need a buddy.' But then three days later, when she's selling the animal saying, 'I work 50 hours a week, I can't take care of it,'" said Jed Painter, of the District Attorney's Office.

He says Tobon was successful in selling an 8-year-old dog to a woman who contacted her on Craigslist.
Tobon apparently showed the woman a medical record.
It appears Tobon allegedly cut off the Town of North Hempstead seal and scratched out the age of the animal.
"And then she verbally told the buyer it was three," Painter said.
But when the buyer saw the Town of North Hempstead website at the bottom of the record she became suspicious.
"So because the buyer contacted the town directly, 'I got this dog, I want to keep it, I just want more information about it,'" Painter said.
Prosecutors say when Tobon tried to come back to the Town of North Hempstead Animal Shelter for a second time to get another dog. They told her they had seen the dog on craigslist and she left. She then allegedly went to the Town of Babylon to get another dog, but there she was denied.
"At that point in time we had to act because it looked like the conduct was becoming pretty widespread," Painter said.
Tobon is being charged with filing false paperwork and scheme to defraud.
She's due back in court Tuesday.
