On Monday, a woman was changing clothes at the Dillards on Westheimer when she and another witness saw a man using a cell phone to take photos or videos over the wall of the dressing room from the room next to theirs.
The victim and witness alerted an off-duty HPD officer working security. Rolando Rafael Contreras was arrested without incident.
Contreras, 19, was charged with improper visual recording. Bail has been set at $2,000.
