Sheriff Garcia supports childhood education program

HOUSTON

The sheriff held a news conference Wednesday in support of the "Early to Rise" childhood education program.

"All the research supports the fact that if we invest early on the education and development of children they become less likely prospects for gangs, county jails and prisons," Sheriff Garcia said.

The group behind "Early to Rise" is pushing to get the initiative on the November ballot. It calls for a one- cent property tax hike.

But the issue may never make it on to the ballot, since Harris County Judge Ed Emmett has expressed some concerns about the group's petition process.
