Angel De La Torre and his employee, Carlos Ortuno, are both in federal custody.
According to an indictment, Angel Tours continued to operate buses despite being told to cease all operations after failing an inspection in June 2008. The crash happened in the city of Sherman just two months later.
De La Torre and Angel Tours have been charged with one count of conspiracy to make false statements, four counts of making false statements and one count of operating a commercial motor vehicle after being placed out of service. Ortuno is charged with one count of conspiracy to make false statements and two counts of making false statements.
