CPS: Abandoned baby improving in hospital after being found behind dumpster in southeast Harris County

HOUSTON

The baby was abandoned on Saturday near an apartment building on Beamer near Olivewood. A passer-by found him wedged between a dumpster and a fence.

CPS says initially the baby had some trouble breathing, but he is now breathing and eating on his own and could be released from the hospital this week. Investigators are still searching for the child's parents.

Despite Texas' Safe Haven law, this is the second time this year a baby has been abandoned near an apartment building. Back in February, "Baby Chloe" was found inside a plastic bag in northwest Harris County. She was only two days old and still had her umbilical cord attached when a woman walking her dog found her.

Deputies were never able to locate Chloe's parents and a judge terminated their parental rights. Her foster parents have since applied to adopt her.
