Lieutenant C. S. Gaines is currently an active member of the Houston Police Department, assigned to the Staff Services Command, Emergency Communications Division (ECD), located in the Houston Emergency Center. Lieutenant Gaines is a 29 year veteran of the Department, and has been assigned to ECD since July 2004. Lieutenant Gaines serves as the divisional administrative lieutenant, working directly with Division Commander, Captain D. J. Schindler. Lieutenant Gaines's responsibilities include direct oversight of divisional dispatch operations, Standard Operating Procedure (SOP) updates, internal affairs complaints, Automated Vehicle Locating (AVL) System tracking request, hiring and training of civilian personnel, and call analysis reports and request. Additionally, Lieutenant Gaines oversees meetings with process owners associated with the International Organization of Standardization (ISO), which accredited ECD operations September 2011.
