An attorney for James Kelly, a homeless Navy veteran, tells us he found out Wednesday the charge was dropped. Kelly was cited last month while looking for food in a garbage can at Hermann Park.
The city is working on amending the ordinance to make it legal for people to look through public trash, but not private trash cans.
City officials Wednesday had a disagreement over how to define that and they've delayed a vote on the issue.
