Grand jury blasts Montgomery Co. commissioners over investigation; urges new ethics policies

HOUSTON

It's all centered around the county's use of taxpayer money for the Joe Corley Detention Center and the county's mental health facility.

County commissioners got an earful Monday when the grand jury read an unusual letter, blasting the way business has been handled.

"We expect more from our elected county officials," said the grand juror.

He is a member of a Montgomery County Grand Jury speaking on behalf of his colleagues, who are all irate over the business practices of Montgomery County Commissioners Court.

"It has become apparent that although there were no actionable criminal charges, ethical violations, mismanagement and lack of financial oversight were present," the grand juror said.

The grand jurors fired off the letter, asking commissioners to adopt new ethics policies. This all comes after federal and state investigations into allegations of financial mismanagement and bribery linked to former commissioners and the construction of the detention center and the mental health treatment facility in Conroe.

Though the probe resulted in no criminal indictments, local jurors had deeper concerns.

The grand juror said, "The lack of ethics in decision making, failure to disclose personal relationships, and pure disregard for best practices and above board dealing was very upsetting to each of us."

Commissioners now serving on the court say they will now look into adopting new ethics policies and procedures.

The county judge didn't want to talk to us on camera about the letter, but he did give us a list of questions he had for the grand jury; questions the grand jury couldn't answer due to their oath of secrecy.
