Dustin Lee Webb is charged with felony injury to a child.
According to court documents, Webb called his wife at work Wednesday and told her he was going to beat the child for pulling the tint off windows at their home.
The boy's mother changed his diaper after she arrived home. That's when she noticed bruising on his back and a mark on his face in the pattern of a belt buckle, the affidavit states.
She called the police after Webb left their home and he was later arrested.
