Hispanic woman promoted to captain for first time ever

During a promotion ceremony this morning, Harris County Sheriff Adrian Garcia promoted Lieutenant Virginia Cavazos Russell to the rank of captain.

A mother of two made history Tuesday within the Harris County Sheriff's Office.

During a promotion ceremony this morning, Sheriff Adrian Garcia promoted Lieutenant Virginia Cavazos Russell to the rank of captain. This makes Capt. Russell the highest ranked Hispanic woman in the Sheriff's Office.

One of Capt. Russell's children also works as a Houston police officer.

Sheriff Garcia also promoted 12 other detention officers to the rank of sergeant.
