Allen Kwan, 34, is charged with intoxication manslaughter. Police say Kwan had been drinking on Sunday when he drove into a construction zone on the North Freeway near Crosstimbers and hit Felipe Mejia, who was repairing asphalt.
Mejia, 33, died at the scene.
The victim was an employee of Angel Brothers Enterprises out of Baytown for the past five years. He was married with a daughter.
During Kwan's court appearance Tuesday, bond conditions were set including placing an interlock device on his car. He is scheduled to next appear in court on November 7.
