Second suspect arrested for ID theft in TCH breach

HOUSTON

Dexter Bell appeared in court Friday morning on one charge of fraudulent use of identifying information. Prosecutors say he and Catherine Ceasar used the names and social security numbers of employees and vendors at the hospital to open electricity accounts.

"Dexter Bell would take money from the person who's receiving the power. He would take cash or money orders. That's how he got paid. Dexter Bell then set up the power account in the name and social security number of somebody who's a complete third party," said prosecutor Ed McClees.

Ceasar was arrested last month. Investigators are still looking for the person who actually stole the confidential information from the hospital and gave it to Bell and Ceasar.
