Michael Joseph DeSilva, 65, of Newport Beach, was in Huntington Beach about 4:15 p.m. when witnesses saw him talking with and encouraging children to play with a small parrot he was calling Mango.
Arriving officers said they did not see DeSilva contacting any children, but through their investigation found out he was a registered sex offender.
DeSilva's probation officer informed police that DeSilva was violating his probation.
DeSilva was arrested and booked in jail.
