PA mom accused of duct taping child to chair

CHESTER, PA

Action News was there at the home of 21-year-old Kyra Ferguson as she was led away in handcuffs from her home in the 1200 block of Elson in the Toby Farms community in Chester Township on Wednesday afternoon.

Ferguson was arrested on outstanding warrants as the investigation into the photograph continues.

Action News has learned that Feguson will be charged with False Imprisonment, Unlawful Restraint, Endangering the Welfare of a Child and Corruption of Morals because other children were in the home.

Child welfare officials were also in the home, speaking with the child's grandmother.

The photo shows a diaper-wearing girl with duct tape over her mouth. Ferguson is also seen, police said, with her head resting on the child's shoulder.

Investigators believe the child was 18 months old when the photo was taken.

The image, given to WPVI-TV in Philadelphia, PA by the Chester Township Police Department, had a previously created credit to the website mediatakeout.com. The faces of the child, and of Ferguson, were blurred out.

Chester Township police Chief Ken Coalson said authorities learned of the photo after Ferguson visited the police station with an identity theft complaint. According to Coalson, Ferguson said the picture had been posted online by someone else.

Meanwhile, officers are trying to determine who used the tape on the child. Police believe the duct-taping incident occurred over the summer and any injuries the child may have suffered would have since healed.

Authorities have made contact with the child since the investigation began, police said.
