Hailey was reported missing Dec. 28 by her mother.
Court documents obtained by The Associated Press include affidavits that say Billie Dunn has given contradictory statements and lied during a polygraph test.
The affidavits also indicate police believe Dunn's now-formerly live-in boyfriend, Shawn Adkins, was untruthful when questioned about his knowledge of Hailey's whereabouts.
Adkins declined comment to AP, but a relative says he's innocent.
