Their father -- 23-year-old Abraham Fernandez -- surrendered in Harris County last week and is charged with two felony counts of kidnapping and two felony counts of child abduction.
Police are still seeking the boys' grandfather, Louis Fernandez, who has also been charged with kidnapping.
Police say the men pulled up in a van and took the boys from the mother at their Anaheim apartment complex on Oct. 7.
