On Wednesday, the Houston City Council will vote on whether to give tax dollars to a developer whose latest project will bring a Wal-Mart to The Heights. In the "380 agreement," the city says the development will benefit Houston's economy in several different ways. It agrees to reimburse Ainbinder, the developer, for improving things in the area like drainage, traffic signals and landscaping.

The contract makes no mention of Wal-Mart.
