Third person arrested in DPS bribery case

A third person has been arrested in a bribery case involving a former Department of Public Safety employee. Orlando Castano, 27, was arrested Thursday and charged with bribery. Castano is the boyfriend of Gracie Gutierrez, a former administrative driver's license technician at a DPS driver's license office. Gutierrez is accused of providing Texas driver's licenses to people who are undocumented and have not taken written or driving exams in exchange for cash.

Castano is alleged to have provided DPS applications to co-defendant Saul Ramirez, who is also charged with bribery. Castano would get $1,000 per sold license, which were then sold for $2,000 to $5,000.

He has previous convictions for theft by check, drugs, and indecency with a child - exposure.

Castano is in Harris County Jail on $50,000 bond.
