Police say the girl was found not breathing and taken to West Houston Medical Center where she later died.
Laila Taylor was going to the pool and says the area was packed.
"I think that with a bunch of people here today, and all those people in the water and all those kids in the water rough-housing, that maybe they just didn't know that the little girl was in trouble," she said.
The little girl's name hasn't been released.
