BARC names new director

David Atencio was announced as the new director of the Bureau of Animal Care and Regulation, also known as BARC.

Houston Mayor Bill White revealed his choice for the new general manager of the Bureau of Animal Regulation and Care, also known as BARC. David Atencio was announced as the new director of BARC. The choice was an interesting one given that Atencio has no experience with animals or shelters. He has spent the last 17 years working in the fitness industry in sales and management.

Atencio will be joining an agency that is currently in a transition period. Management expert Gerry Rusco was brought in to change the culture of BARC following allegations of mismanagement and animal abuse.

"I also know I have Jerry there for me at anytime and that was important for me when I took over this role was to have some great transition to make sure I was successful," said Atencio.

The mayor's office says that of the 120 applicants, they chose Atencio because his most critical responsibility will be to manage people and process funds.
