Samuel Mukindia says 13 people have been rescued so far, and three were in critical condition. Several others were believed to still be trapped. An Associated Press reporter could see parts of a woman's body poking through the rubble, and a man pulled from the wreckage said there were several people in the room next to him.
Building collapses are common in Africa. Corrupt planning officials, substandard materials and poor workmanship are often to blame.
