Court action in city theft case
HOUSTON Patricia Midell's bond was kept at $100,000. A judge lowered Bonnie Vital's to $75,000. Prosecutors say both abused their jobs in the payroll department of the solid waste department to cash checks and use city debit cards assigned to other employees. A third person was caught on tape using the cards.
