Ex-city workers accused in scheme

HOUSTON Former Solid Waste Management supervisor Patricia Midell is charged with theft by a public servant. Investigators say she conspired with former employee Bonnie Vital in stealing at least $150,000 from the city. They're accused of taking city debit cards issued to former employees, activating them and then using them to purchase items for themselves. The district attorney also says they cashed checks written to other employees.

Midell is in jail. Authorities are still looking for Vital.

The district attorney's office is looking into the possibility a third person took part in the alleged scheme.
