Burglary suspect goes before judge

Damian Thomas is charged with two counts of burglary. One of those burglarized homes belongs to Louversa Davis, 70. She waited seven hours for police to respond to her 911 calls, and then confronted city leaders about her problem. Her complaints led to a policy change. Calls to 911 that are not dispatched within an hour will now be forwarded to a police sergeant who will either send out a patrol officer immediately or return the phone call to the citizen.
