The medical examiner identified the victim as Phillip Green, 19.
Around 8:30pm Friday, Green was reportedly seen driving erratically on FM 1960 heading westbound near Woodland Hills. Several people called 911 to report the driver. The teen later passed an off-duty officer in a marked HPD unit. That officer attempted to stop the car, but it didn't work.
Green ran into the back of a car, lost control and skidded into the oncoming lanes. That's where yet another driver slammed into his car.
The 19-year-old was taken to the hospital where he later died. No one else was seriously hurt.
