Suspect arrested in fatal hit and run

Phillip Wayne Harris was arrested Monday in Stafford. Authorities say last Tuesday he ran over and killed a homeless man along the Southwest Freeway at West Bellfort. Police say the victim was trying to stop Harris from harassing a woman at a nearby gas station.

Investigators say Harris drove over a curb to hit the victim, then sped off.
