Harris County Precinct 6 deputies think at the very least Anthony Ned fondled the girl. He's been charged with indecency with a child.

In an apartment complex teeming with children, news of an alleged crime against one spreads fast. Inside one of the apartments at Clayton Homes on Runnels near Highway 59 is where a 10-year-old girl says Ned, 54, fondled her. She told Harris County Precinct 6 deputy constables that it happened around 7am Monday as she was sleeping on the couch.

Deputy Gary Hudson explained, "The victim advised that she was sleeping on the sofa and was awakened by someone touching her right breast."

Deputies say Ned lives in the small two-bedroom apartment with the alleged victim, her five siblings, her mother and her mother's fiance. After the alleged assault happened, the girl says Ned gave her $5 to clean up his room. Instead, the girl went to the hospital.

Deputies say the girl's mother thinks even more happened.

"We don't know at this time," admitted Deputy Hudson. "We're waiting for the rape kit to be completed."

Ned is charged with indecency with a child. In his police statement, he denies he ever touched the child. Residents are on guard.

Resident Bianca Benford said, "It's sick, you know. It really is. I don't understand the mind of it. It's crazy."

The little girl is being examined at Texas Children's Hospital to determine if she was sexually assaulted. Ned is a maintenance worker at another apartment complex. According to county records, he has a prior criminal history that includes drug possession, theft and robbery.
