A passer-by called police after seeing the baby in a stroller outside Collins Elementary in southwest Houston yesterday. Investigators say 54-year-old Roy Garza was supposed to be looking after the boy and his two-year-old sister. When the girl ran off, Garza chased after her and left the baby behind.

Police say Garza was drunk at the time. Child Protective Services has opened an investigation.

"We're concerned because the baby was left alone and we want to understand from the family what happened," said Gwen Carter with Child Protective Services. "The baby is doing well."

The baby was checked out at the hospital and placed in foster care.
