Toddlers blamed for starting apt. fire

The Houston Fire Department says two toddlers, ages three and one, started an apartment fire by playing with a lighter. The fire ripped through several units at the complex along Country Place near Kimberly Drive in west Houston. Eight units suffered heavy fire damage and another eight have smoke and water damage.

The Red Cross is assisting the displaced families.

Firefighters say the children are too young to understand the consequences of their actions and won't be referred to the juvenile fire setters program at this time.
