13 Undercover discovered the inappropriate mail in January.
"The sheriff is not happy that the number of inappropriate emails are out there and I think you can tell his dissatisfaction by the discipline handed out," said Deputy David Crain with the Harris County Sheriff's Office.
"Twenty-five people getting suspended letters for one and two and three five days, maybe that's nothing," said Reverend Robert Jefferson with Ministers Against Crime. "The whole system need to change."
ABC13 had to go to court to force the sheriff's office to allow us to get a look at their emails.
