Man arrested in sting allegedly sought to have sex with 8-year-old

Two people arrested in ongoing child sex sting operation
Montgomery County officials have arrested nine people in an ongoing child sex sting operation.

MONTGOMERY COUNTY, TX (KTRK) -- An online sting operation has resulted in the arrest of at least nine people who were interested in preying on children, Montgomery County authorities say.

Investigators with the Montgomery County Constable Precinct 1 and the Montgomery County District Attorney's office say they met 31-year-old James Cepak in an online forum where he allegedly agreed to meet a woman to have sex with her 8-year-old daughter.

He was really talking to an undercover officer.

According to court documents, he is a homeless man living in the Houston area. Authorities say he took a bus to Montgomery County, expecting to meet that woman and pay for sex with the girl.

He's charged with four counts of promotion of child pornography and attempted aggravated assault of a child.

According to public records, he is also a registered sex offender who previously served a seven-year sentence for possession of child pornography in Minnesota.

Elisa Hill was also arrested in this sting. Investigators say she agreed to meet what she thought would be a 12-year-old boy for sex.

She was arrested not far from a park in Conroe off of I-45 after showing up as allegedly discussed with undercover detectives.

She is charged with four counts of possession of child pornography and attempted aggravated sexual assault of a child.

Both suspects remain in custody in the Montgomery County Jail.
